THE CHALLENGE

Human capital (HC) programs represent a significant investment of an organization’s resources. However, evaluating the programs’ impact on organizational performance can be challenging. HumRRO completed a large-scale evaluation for the U.S. Office of Personnel Management (OPM), assessing the impact of its HC Program on Government-wide human capital management (HCM). This evaluation was intended to meet OPM’s need for program evaluation information and the U.S. Office of Management and Budget’s (OMB’s) Program Assessment Rating Tool (PART) requirements for program impact evaluations.

The U.S. Office of Personnel Management (OPM) recently contracted with HumRRO to conduct a study aimed at identifying exemplary assessments and methods used for entry-level hiring in white-collar occupations. In addition to identifying existing assessments and methods, HumRRO was also tasked with identifying future trends in personnel selection.

HumRRO's Strategic Human Capital Management (SHCM) staff worked with the U.S. Office of Personnel Management's Human Capital Leadership program to develop a process for evaluating Federal agencies' strategic human capital and workforce plans. SHCM staff reviewed agencies' plans and developed feedback to be provided to agencies for improving their future plans. SHCM staff conducted a study to help the Department of Defense identify human capital management systems it might use to fill its mission critical need for foreign language and cultural competencies.

HumRRO's Strategic Human Capital Management (SHCM) staff have conducted evaluations for a variety of types of human resource programs. SHCM staff have worked with the U.S. Office of Personnel Management's (OPM's) Human Capital Program to identify and analyze metrics for tracking and evaluating the program's performance on the Office of Management and Budget's Performance Assessment Rating Tool (PART).
